Transformed a problem into an opportunity through a design sprint.

Most relevant information will display on the same page, together, as a summary rather than perform separate searches.
The summary should include:
Physical descriptions help officers to identify if the registered owner is the same as the person driving the car and it would be useful to add as a second step to the search.
The VIN is tied to the vehicle information in the database, it is useful to add a “search by VIN” feature as well in case the plate is fake or missing.
People can act suspicious even if their car doesn't have any "hits" yet or if their criminal records are clean.
A person with too many searches performed in a short period of time, or notes could alert an officer to be on the lookout.
Guys like Badguy can alway be on the run and scared, patrol officers are vulnerable if they are looking at their phones in plain sight.
System will send the GPS coordinates, time of search, all the information on the owner and the car and create an alert in case hits are detected.
In case the officer scanning is hurt officers will have a time advantage to skip a call.
Even if the officer is not in danger, it saves officers the extra step to call in and ask for backup.
